It addresses a specific supply chain vulnerability — germanium — with a specific industrial partner with established processing capability — Umicore — in a specific DRC jurisdiction — Lubumbashi — using a specific feedstock that requires no new mining — the historic terrils — backed by a specific financial instrument — a Belgian state guarantee — that de-risks the development phase without requiring a grant or subsidy.
Each element of that specificity matters. China's August 2023 germanium export restrictions demonstrated that Western technology industries — defense optics, fiber optics, semiconductors — are dependent on a mineral whose supply is controlled by a single country that has demonstrated willingness to use that control as economic leverage. The EU's Critical Raw Materials Act, the US Inflation Reduction Act, and Japan's bilateral critical minerals partnerships all create policy frameworks for diversification. The Belgian state guarantee announced July 29 is the outcome of that June engagement. The arc from the minister's visit to the Council of Ministers' guarantee took seven weeks.
