DRC Minister Calls 0.3% Community Levy a “Sacred Commitment”
Guylain Nyembo, the DRC’s state minister for planning and coordination of development aid, called the mining sector’s mandatory 0.3% of turnover community levy a “sacred commitment” to local populations, speaking at a high-level workshop in Lubumbashi on September 11, 2025. He said the credibility of the 2018 Mining Code reforms depends on visible benefits for host communities.
He urged strict enforcement of companies’ social “cahiers des charges,” describing them as essential tools for corporate accountability, and pressed for a coordinated response to illegal artisanal incursions on industrial sites that threaten security and operational sustainability.
The minister appealed for tighter collaboration among operators, authorities, and communities so that “every dollar invested” delivers tangible local gains.
The four-day meeting co-organized by the Chamber of Mines (Fédération des Entreprises du Congo ), EITI-RDC, and the Katanga Sustainable Investment Dialogue Framework (IDAK) aims to produce a shared roadmap to strengthen transparency, governance, and social cohesion around the country’s mining industry.
