What does responsible sourcing mean in DRC mining?

In DRC mining, responsible sourcing refers to risk-based due diligence on conflict financing, human rights conditions, governance risks, traceability, and chain of custody — applied throughout the supply chain from mine to end buyer. The standard most widely applied is the OECD Due Diligence Guidance for Responsible Supply Chains of Minerals from Conflict-Affected and High-Risk Areas.


Short answer

A company sourcing cobalt, copper, or 3T minerals from the DRC is engaging in responsible sourcing if it: maps its supply chain to origin; assesses that supply chain against documented risk categories (armed groups, forced labour, child labour, bribery); implements a risk-response strategy; supports independent audit of key nodes in the supply chain; and publicly reports on its findings and actions.

The OECD framework, EU Battery Regulation due-diligence requirements, and the RMI assurance process all use variants of this five-step structure.


OECD five-step logic

The OECD guidance's five steps are: management systems; risk identification and assessment; risk response; independent audit; and public reporting. It applies to all companies in the supply chain, not just miners. Downstream buyers — battery manufacturers, OEMs, electronics companies — bear obligations proportionate to their leverage and supply-chain position.

What buyers and mines actually check

Mine operators subject to the Copper Mark standard are assessed against 32 responsible production criteria covering environment, social conditions, governance, and human rights. Cobalt refiners subject to RMAP audit are assessed against OECD criteria for supply-chain due diligence. Downstream buyers typically rely on these upstream certifications as part of their own due-diligence system rather than conducting independent mine-site audits.
