The Minerals Commission of Ghana is the government regulatory agency with primary responsibility for developing and coordinating mineral sector policies, regulating mining rights and monitoring their implementation under the Minerals Commission Act 1993 (Act 450). The Commission serves as the principal interface between the Government of Ghana and investors in the mining sector, processing applications for mineral rights, advising the Minister of Lands and Natural Resources, and monitoring the operations of mining companies to ensure compliance with the terms of mineral rights and environmental obligations. Ghana is Africa's largest gold producer and a top ten global gold producer, with the mining sector contributing approximately 7.6% of GDP and over 90% of mineral export earnings. The Commission is headquartered in Accra and maintains a Mining Cadastre Administration System (MCAS) for transparent management of mineral rights applications and licenses. It oversees licensing for Ghana's 16 large-scale producing companies and thousands of registered small-scale mining groups, and was instrumental in implementing Ghana's Local Content and Local Participation Regulations (L.I. 2431) enacted in 2020.
